Parking Agreement
The Eanes Independent School District provides transportation for students to and from the school to which they are assigned based on residence. Since student transportation is provided by the school district, the operation of a motor vehicle by students on campus is a privilege. Retention of the privilege is based on compliance with state motor vehicle laws and board policies and regulations that govern students. Violation of these laws, policies and regulations will result in loss of the privilege of operating a motor vehicle on campus and other disciplinary actions as appropriate.
The following regulations will be followed in the implementation of the Board of Trustees' Policy on Traffic and Parking Control.
Parking On Campus
Senior students will be assigned a parking lot (PAC, Stadium or TLC) and assigned a parking space. The student will park in their assigned lot/parking space for the entire school year. Hang tag permits must be clearly visible and hung on the rear view mirror on the front windshield when parking on campus. If a student is not parked in their assigned lot/parking space or fails to display their parking permit, they will receive a parking ticket. If someone is parked in your spot when you arrive on campus, you must park your vehicle in the Gravel parking lot and report the offender to the AP Office. Parking in another spot that is not assigned to you will result in a parking ticket.
Junior students will be assigned to the WACC parking lot. Juniors will be assigned a parking space. The student will park in their assigned lot/parking space for the entire Quarter they are assigned to. Hang tag permits must be clearly visible and hung on the rear view mirror on the front windshield when parking on campus. If a student is not parked in their assigned lot/parking space or fails to display their parking permit, they will receive a parking ticket. Juniors are not allowed to park in ANY senior parking lots OR use a senior parking pass without approval from the Administrator over parking.
Sophomore students are NOT allowed to park on campus. Sophomore students are not allowed to park in ANY parking lot OR use any student parking pass without approval form the Administrator over parking.

Students have exclusive parking in their designated parking spot between the hours of : 7:30am-3:30pm. Student parking is open beginning at 3:30pm.
Permit Purchase:

Senior Permits may be requested beginning May 8th, through the start of school. If permits are still available after this point, they will be sold again, until sold out. Seniors purchasing a parking permit will be assessed a fee of $150.00 for a full school year. Permits can be picked up in mid-August. Information will be sent out with specific dates and times in early August.

Junior Permits may be requested beginning May 8th, through the start of school. If permits are still available after this point, they will be sold again, until sold out.
Junior Parking Permits will be allocated each 9 week quarter. Every attempt will be made to supply Juniors who want to park on campus at least 1 quarter of on campus parking. We cannot guarantee that every Junior will be able to park on campus. Quarter 1 Parking Permits can be picked up mid-August. Information will be sent out with specific dates and times in early August. All other parking permits will be issued and picked up prior to the start of that specific Quarter.

In order to purchase a permit, students must also have all obligations cleared with the school.

Students are responsible for their permit. The cost of a replacement permit will be the original purchase price.

Any student vehicle that is unable to park in their assigned spot/lot will park their vehicle in the gravel lot located on Camp Craft Road, between the PAC and the WACC. Students are responsible for informing the AP Office immediately if someone is in their assigned spot, and if they have had to relocate their vehicle. Any vehicle in the gravel lot will receive a ticket if their vehicle is not reported to the AP Office.

Students may NOT give, sell, or transfer their permit to another student without approval from administration. Students may not copy or alter any parking permit.
Parking Lot Regulations

The SPEED LIMIT on Campus is 10 MPH.

As per Parking Lot Regulations, EISD cannot be held responsible for any vehicle and will not guarantee any vehicle's safekeeping or its contents.

Vehicles must be parked only in designated parking spaces between the white lines.
STUDENTS ARE NOT TO PARK IN FIRE ZONES, LOADING/UNLOADING ZONES, DROP OFF/PICK UP ONLY AREAS, BUS LOADING ZONES, CURBS, GRASS, STAFF / TEACHER, RESERVED, OR VISITOR PARKING.

Illegally parked cars will receive a ticket and may be booted or towed at the owner's expense.

Students may only park in a handicap space with a legal placard, obtained by a physician and the Texas DMV, assigned to that student. Parking in a handicap space or handicap access aisle may result in a citation.

Students may ONLY park in their designated spot/lot. Students parking in any other spot without proper temporary or exception permits will be ticketed. Absolutely no students will be allowed to park in the visitor lots or staff spots.

BECAUSE NON-SENIORS ARE NOT ALLOWED TO LEAVE CAMPUS FOR
LUNCH, Juniors may not exit the parking area from 11:15 am to 1:30 pm without permission to leave. Students needing to leave campus during this time period for an appointment must have a valid Permit to leave from the Attendance Office.

Cars are not to be left in any campus parking lot overnight without prior authorization from campus and/or district administration.
Consequences

ANY STUDENT FOUND ABUSING THE PARKING PERMIT REGULATIONS BY
SHARING; TRADING, SELLING OR OTHERWISE TRANSFERRING THE PERMIT WILL HAVE THEIR PERMITS REVOKED AND BE SUBJECT TO DISCIPLINARY ACTION.

Failure to abide by any regulation or policy of the Eanes ISD or any state law regarding vehicle operation may result in loss of the privilege of operating a motor vehicle on campus. When the privilege is lost, the permit must be removed from the vehicle and returned to the Assistant Principal's office. There will be no monetary refund. Westlake High School reserves the right to revoke a permit at any time.

Determination of disciplinary action for any violation will be the responsibility of the school principal or designee. The administration of disciplinary action will be conducted in the same manner as that administered for violation of other school rules. Students may receive consequences for tickets that remain outstanding for more than 30 days.

Students receiving tickets have three (3) days from the date of the ticket to appeal.
Appeal forms are located under Student Life, Parking, on WHS home page. Appeals will be reviewed by the parking appeal committee. All decisions will be emailed to the student’s EISD email account. Payment must be made within five (5) days of the ruling.

Parking fines are $40.00 per ticket.

Parking fines are payable at the Assistant Principal's office or the Bookkeeper office.
STUDENTS WITH FOUR OR MORE TICKETS ARE SUBJECT TO BEING BOOTED AND/OR TOWED. The student is responsible for paying any towing fees plus any outstanding tickets. When a vehicle is booted, the fine for removal is $75.00 plus the cost of the outstanding tickets. Repeat violators may have parking privileges revoked for the current and/or future school years.
Westlake High School Parking
Parking on the Westlake High School campus is a privilege. All students who purchase a pass have agreed to abide by the parking regulations set in place. Any infractions of those regulations will result in the following:
1st Infraction: Ticket
2nd Infraction: Ticket - meet w/ Assistant Principal
3rd Infraction: Ticket - meet w/ Assistant Principal and a call home
4th Infraction: Ticket - vehicle will be booted, meet w/ Assistant Principal and an email or call home
All tickets must be paid + $75.00 boot removal fee preferably online (cash or check accepted also).
5th Infraction: Ticket - Vehicle will be TOWED, meet w/ Assistant Principal, call to parent, and could result in parking privilege revoked for remainder of school year
Any vehicle parked on campus that has had parking privileges revoked, will be towed and may result in further disciplinary actions

Why do we have specific Senior and Junior Lots? What is the Gravel Lot?
As a Westlake tradition, all Seniors have the ability to park on our campus. We have assigned the closest lots to the Westlake HS Campus to Seniors. Even though our Senior Classes have gotten much larger than in the past, we can still find a spot for each Senior in one of our three main lots-PAC, TLC and Stadium.
In order to help accommodate this increase in drivers, Mr Ramsey was able to create the gravel lot to help park Seniors that wanted parking. We also use this lot for student’s who arrive at school to find someone parked in their spot.
Where do Juniors have the ability to park?
Juniors have been assigned to the WACC lot.
Why do we have assigned Spots versus open parking?
We had a group of students approach the administration in the summer of 2016 and ask for assigned spots in the three Senior lots. Each student would be assigned to a specific lot and specific numbered parking spot. The rationale was that it would be easier to arrive at school and know exactly where to go, rather then circling around a lot with all the traffic. It would make it much less stressful and likely be safer for the inexperienced drivers.
The administration then sent out a survey (a few years in a row) to the Senior and Junior students. The overwhelming response was to keep assigned parking. The WACC lot will be assigned Junior Parking.
Why do Sophomores not get the opportunity to park on campus and Juniors not year round?
This is due to our limited space to park students.
What is the ‘lottery’?
We hold a ‘lottery’ for any additional parking spots in the WACC lot each quarter which gives
some juniors the opportunity to park more than one quarter. This is the fairest way that we
have come up with additional Junior parking. You must sign up for the lottery.
Can Juniors park in Senior Lots?
After all Seniors that want to park on campus get assigned a spot, any open spots will be
assigned to Juniors on a quarterly basis. We want to park all Seniors and Juniors on campus that we can.
Why are there so many open spots when I drive through the parking lots?
We have no idea! Students could be sick, on a trip, off period, out to lunch….etc
All of our student parking lots are sold out. We want to park every student that we can, we
are not holding back.
Why can’t I just park in a Staff spot if school has already started?
Staff spots are for all staff. Some of our teachers could be running late, or be coming from
another campus and arrive after school has started later in the day. Our custodial staff and
cafeteria staff may be in shifts or work various hours. Our maintenance staff may come as
needed, along with other staff from various campuses. Some staff also leave campus and
come back for another assignment or to grab lunch. We have had staff members come to campus and could not find a parking spot. We need all our staff to be able to park.
Why do you give tickets, boot cars and tow cars?
We must give tickets and enforce our parking rules to maintain order and accountability. When
a student without a permit parks on campus, they are taking someone’s parking spot that
either works on our campus or a student that has paid for their spot. Our fines and actions get
greater with each offense to try to help prevent the offender from breaking our rules over and
over.
Where do I park if I don’t have a parking permit?
There are some areas in the neighborhoods around the school that allow for street parking. We
only regulate parking on our campus, we have no authority off our campus. If you choose to
park in surrounding neighborhoods make sure to follow ALL signage, and do not block
driveways or mailboxes. You can always carpool with someone that has a permit or talk to our
transportation department about getting on the bus route.
I have practice early or after school, I have to drive because my parents work. Why can’t you accommodate me?
We want to keep our parking system as fair as we can for ALL students eligible to park on
campus, regardless of activities. We do not make special exceptions for students. UIL and the NCAA also have restrictions regarding extra benefits and amateur status. Giving special parking
privileges to students that take part in these activities would be a violation of rules.
I have an injury, I need closer parking to the door. Can you move me?
Unfortunately many of our students do encounter an injury from time to time. We do not
accommodate special parking requests for injured students. We completely empathize for the
young lady or young man that just had surgery and it’s hard to walk a further distance from
their car. If we accommodate one request, we would have to accommodate all requests and
the amount of requests that we receive for special parking cannot be accommodated.
We recommend speaking with your Doctor about your eligibility for a Handicapped placard.
Any student with a Handicapped placard, regardless of classification, may park on campus in a
Handicapped marked spot. There are some located around all the entrances. These spots are
monitored by the Travis County Sheriff’s Office, not by us.
